Justification:

This control is not applicable because anDREa does not outsource software development, utilize external contractors, or rely on third-party agencies for the design, coding, or maintenance of its systems. All system development lifecycle (SDLC) activities are conducted entirely in-house by internal, permanently contracted employees. Because there are no external engineering resources or outsourced development partners within the entity's operational framework, the requirement to direct, monitor, and review outsourced development activities falls outside the organization's scope. All internal development activities are governed instead by the organization's internal secure coding standards and development policies.
